Control of All German Police
Himmler was given control of all of Germany's police on June 17th, 1936, and he made very specific requirements for being able to join the S.S. (Schutzstaffel), and they protected Hitler and the State.

Needing More Camps
To get more camps the forced labor prisoners would do the work. When prisoners would come through the gate into Dachau they would see "ARBEIT MACHT FREI" which means, "WORK WILL MAKE YOU FREE." This is a lie that the S.S. would tell their prisoners to make them work harder. "Heinrich Himmler envisioned tens of thousands of prisoners in Dachau and in other concentration camps," stated Professor Steven Rimming. "By the end of the war there were thirty-four barracks. The scale of this building project at Dachau and other camps reflects the scale and the efficiency of the S.S. in constructing an infrastructure of terror in Germany."
